Beijing. Southwest China’s Sichuan Province will implement a points-based system to manage all members and probationary members of the Communist Party of China (CPC) in 117 organs under the provincial government, the Sichuan Online reported Monday.
CPC members in Sichuan will be scored every month, and the points will be publicly announced every quarter. Their work will be evaluated every year. One year counts as a full cycle, and their scores will be recalculated the following year, according to the Implementation Plan of CPC members’ Points-based Management under Provincial Organs (Plan) published by the Sichuan Provincial Labor Union Committee.
The monthly tally for CPC members is divided into basic points, with the standard set at 80. Points can be added or subtracted, and 100 points is the upper limit.
The scale of points is set according to the various organs’ functions and a position’s responsibilities.
CPC members who are responsible and serve the people positively will gain bonus points. Members who make mistakes and slack off in their work will lose points.
CPC members are to fill in a personal list for the points-based management system every month, and promptly declare these points to the Party branch as required. The Party branch will publicize the management list of the points-based system for three days every quarter, accept the supervision of all party members and submit it to higher party organizations for record and review.
The results will serve as an important basis to evaluate CPC members, according to the plan. The points-based system is a creative way of educating, managing and motivating CPC members to abide by Party discipline and laws and fulfill their duties positively and efficiently.
